Sub-regional Seminar on Implementing UNESCO Recommendations concerning Technical and Vocational Education and International Labour Organisation (ILO) Conclusions concerning Human Resource Training and Development
Almaty, Kazakhstan, June 2004

I. Introduction:

The Division of Secondary, Technical Vocational Education at UNESCO Paris, UNESCO Bangkok and UNESCO Almaty jointly with the Association “Education For All in Kazakhstan” are organizing a Sub-regional Seminar on UNESCO Recommendations concerning Technical and Vocational Education and ILO Conclusions concerning Human Resource Training and Development. The two documents embody norms and standards of the two agencies the ideas of technical and vocational education and training and human resources development. UNESCO’s Division for Secondary, Technical and Vocational Education has been promoting the dissemination of the new instruments through sponsoring regional seminars. The first such Seminar in the Asia and Pacific region was held in co-operation with the National Institute of Educational Policy Research of Japan at NIER, Tokyo from 24 September to 2 October, 2002 for selected countries in Asia.

This sub-seminar is the third seminar in the Asia & Pacific Region. It is organized for the countries under the Almaty Cluster. The seminar will run from 15 to 17 June 2004.

2. Objectives of the Seminar

The sub-regional seminar aims to achieve the following objectives:

1. To familiarize vocational education policy-makers from the participating countries with the UNESCO normative instrument concerning technical and vocational education and the ILO document concerning human resources training and development and the aims and objectives of each.
2. To convince education policy makers to implement in their national systems the standards and practices described in the documents
3. To discuss the importance of and the benefits to be derived from implementing the articles of the two sets of recommendations in national TVET systems.
4. To discuss possible modalities for implementing the two documents at national levels, and the difficulties that may be encountered in the process of implementation.
5. To explore the possibilities of establishing regional mechanisms for supporting and reinforcing national initiatives to implement the two documents.
6. To revitalize the UNEVOC network to play an active role in the propagation of international norms and standards.

3. Participants

The target of the seminar are education policy-makers in particular, and all other TVET stakeholders in general in the countries under the Almaty Cluster. The participants will be drawn from departments of TVE in Ministries of Education and Labour and from UNEVOC Centres.

4. Expected Outcomes of the Seminar

1. Several policy-makers from each of the participating countries will be trained and equipped to invigorate national TVET systems by implementing the articles of the two standard-setting documents.
2. A set of practical guidelines and recommendations will be produced for the effective implementation of the documents in national TVET systems.
3. Network of policy-makers for exchange of information and reciprocal support for national initiatives will be strengthened to implement the documents in national TVET systems, and revitalization of UNEVOC Centres in the region.
4. The UNEVOC network will be revitalized.
