In September 2021, UNESCO Cluster Office in Almaty continues a series of online webinars to build the capacity of museum workers in Central Asia and Southern Caucasus.

The webinars are open to staff of all museums in Central Asia and Southern Caucasus, as well as interested representatives of concerned state bodies, research organisations, NGOs and civil society. Webinars are taking place in the online format.

Illicit Traffic in Cultural Objects: Legislation, Conventions and Their Implementation
Date: Thursday, 16 September 2021.
Time: 15:00-16:30 Almaty time.
Speaker: Mr. Etienne Clement, international lawyer from Belgium who joined UNESCO in 1984. He exercised various responsibilities in UNESCO until 2015 including the development of international standards on the protection of cultural heritage. This covered the protection of cultural heritage in the event of armed conflict, the fight against illicit traffic in cultural property and the protection of the underwater cultural heritage. He was also the Secretary of the UNESCO Intergovernmental Committee for the Return of Cultural Property to its Countries of Origin or its Restitution in case of Illicit Appropriation. Among other responsibilities, he was the Representative of UNESCO to Cambodia from 1998 to 2005, the Deputy Director of the Bangkok-based UNESCO Regional Bureau for Education in Asia and the Pacific from 2009 to 2013 and the Director of the Office for the Pacific States from 2013 to 2015. In 2019, he authored Countering Illicit Trafficking of Cultural Objects in South-East Asia: Capacity-building Guide and Methodologies, published by UNESCO Bangkok.
