There is a burning need to enhance skills for the results-based use of resources in favour of successful education policy reforms.
As follow-up to national recommendations of the EFA mid-term review, UNESCO Almaty in cooperation with National In-service Teacher Training Institute in Almaty organized on 7-9 July, 2010 a national workshop to develop national capacities in results-based planning and budgeting in technical vocational education (TVE).A group of 20 education department professionals from 14 provinces of Kazakhstan completed the training programme specifically tailored for province education department staff who are engaged in TVE planning at local level.
The participants were introduced to strategic principles of results-based planning and budgeting and became familiar with related models and tools.
They were also equipped with knowledge and skills for medium-term strategic planning; monitoring and other relevant issues. Good practices from the Commonwealth of Independent States and European Union were also shared at the training sessions. Participants discussed the follow up actions to design and deliver appropriate TVET programmes and trainings for target groups.
As the outcome of the workshop policy recommendations on TVET planning and management have been developed for further endorsement by Ministry or Education and possible integration into national strategic documents.
In order to help the Central Asian countries identify up-to-date issues in educational planning and policy-making UNESCO Almaty will further provide technical assistance to organize capacity development activities orienting Member States in the sub-region toward more evidence-based education policy making and strategic planning.
